The Costed Model Action Plan (CMAP) launching and inauguration of the Advisory and Technical Committee for the Implementation of the Violence Against Persons Prohibition (VAPP) Act was Friday in Bauchi performed by Governor Bala Mohammed.
The Violence Against Persons Prohibition VAPP law was developed by UN Women with support from the Government of the United Kingdom, which was passed into law by the Bauchi State House of Assembly and assented by Governor Bala Mohammed.
Inaugurating members of the committees at Government House, the Governor said that Bauchi was the first state to domesticate the Violence Against Persons Prohibition Act in the North-east part of the country.
The Governor said however that the implementation of the VAPP law can only be made possible when political will is supported by targeted funding and other resources.
He explained that the Costed Action Model Plan (CMAP) is a significant achievement, which underlines the commitment of the government of Bauchi state to implementing the 2020 VAPP law and eliminating violence against persons in the society.
“Through the Model Costed Action Plan and the implementation of VAPP law in the state, the government has identified intervention strategies that would have a direct impact on the lives and welfare of the most vulnerable persons in Bauchi state”.
Senator Bala Mohammed described CMAP as a tool that will help produce results through clearly defined activities and targets by careful costing and Identification of the actors responsible for the successful implementation of the programme.
"The CMAP is also an implementation strategy and clearly defined evaluation and monitoring component, which include an estimated cost package of the whole Programme, totalling over N3.7 billion naira.
“The CMAP is a tool that will help produce results through clearly defined activities and targets, careful costing, and identification of actors responsible for implementation. It provides an implementation strategy and a clearly defined monitoring and evaluation component. It also includes an estimated cost package.
“The CMAP is relevant to the overall efforts to end violence against persons in Bauchi State and in the North East as a whole. It offers a multisectoral and standardized approach that can be applied at all levels. Its goals are attainable in a specific time frame. All actors will work together to establish zero tolerance for all forms of violence in Bauchi State.”
Bala expressed delight with the publication of the CMAP for implementation of the VAPP law in Bauchi state, saying the plan was developed through many hours of consultative and participatory meetings with a committed group of key stakeholders who worked intensively and constructively on the process.
He commended the commitment of United Nations Women, development partners and Representatives of state government ministerial departments and agencies, local authorities, NGOs, faith and community based Organizations for the funding and technical support provided.
On her part, Hon. Hajara Jibrin Gidado, Commissioner Ministry of Women Affairs Bauchi appreciates the Bauchi state Government for giving the approval and provided the enabling environment for the development of the Costed Model Action Plan for the VAPP Law implementation.
“With the strong political will of His Excellency, Bala Mohemmed to address violence against women, Bauchi state became the first state in the North east geopolitical zone to domesticate the 2015 VAPP Act,” She said.
Also speaking, the Speaker Bauchi State House of Assembly, Abubakar Suleiman said that the increasing cases of rape and violence against persons in the state and the nation at large, calls for swift action of the implementation of the VAPP law.
He explained that the law which was passed by the State House of Assembly and assented to by the state governor, was as a result of agitations for the protection of persons against all forms of violence.
Suleiman recalled that all stakeholders such as religious and cultural organizations, Civil Society Organizations, NGOs, were carried along in the cause of passing the law, adding it was done to addressing all aspects of the law that conflict with the religion and culture in the state.
